NAVSEA Foreign Military Sales

For 17 years, CDS2 provided Foreign Military Sales Case (FMS) Management and Follow-On Technical Support (FOTS) of Egyptian Navy and Turkish Navy Class Frigate Programs and Italian Navy Multi Purpose Vessel (MPV) programs from case implementation to closure for Naval Sea System Command (NAVSEASYSCOM).

CDS2 provided financial and management support services including the development of FOTS project plans and project milestones Master Equipment List change pages, Activity and Status Reports (including Country Clearance Status Reports, Security Assistance Action Items Lists (SAAIL) and ICTAT Reports direct and on line with PMS 380 MIS) to ensure a total package approach.  Services included procurement tracking and problem resolution, liaison with government activities pertaining to FMS cases, attending and contributing to meetings, researching historical files for case presentations and reviews, updating and maintaining FMS management information systems (MIS) with case data  and developing and submitting Country Clearance Request data.

CDS2 Program Analysts supported planning, management, and reporting of program project administration, cost and schedules and prepared the FMS Navy’s Systems Books consisting of Briefing Book, Master Equipment List, Documentation List, Training Book and listing of all spares procured for each system.  CDS2 Program Analysts supported program review meeting preparation including developing agendas, providing minutes of these meetings, developing Action Item lists, and performing action-item follow-up and reporting.  Personnel prepared budget documents on various FMS Navy cases; collected, compiled and analyzed financial, project and cost data preparing detailed spreadsheets for follow-on support cases; preparing financial reconciliation of obligations and expenditures, updating Case reconciliation and Case review spreadsheets on FMS Navy cases and programs.

CDS2 personnel provided support to both Turkish and Egyptian Navy Frigate Programs including maintaining Master Equipment Lists that identify equipment configuration, (ORDALTs, Engineering Changes, Field Changes, MACHALTs and SHIPALTs) installed in equipment/ships.  The expected results provided configuration tracking of available configuration changes to the FOTS Ships.

CDS2 reconciled and maintained financial records on obligations and expenditures of funds analyzing various monthly STARS and MISIL reports, updated spreadsheets and financial status reports as required.  Program Analysts supported the NAVSEA Program Manager by identifying and monitoring funded and unfunded requirements, preparing spreadsheets and reporting current obligations and expenditures.
