National Capital Region – Strategic Sector Assessment
Many homeland security strategies focus on the either a national/strategic approach or one that focuses on local/state assets. However, many critical infrastructure plans include resources from a regional perspective. In response, CDS2 was tasked to develop a first-in-the nation Regional Critical Infrastructure Protection Plan (CIPP) for the National Capital Region (NCR) Strategic Sector Assessment (SSA). Working with the Department of Homeland Security (DHS) Office of Intelligence & Analysis and Infrastructure Protection, CDS2 analyzed the Homeland Infrastructure Threat & Risk Center (HITREC) Threat, Sector, Vulnerability Overview, and Scenarios of concern guidelines to develop the first regional framework for prioritization of investment alternatives, risk mitigation, and reduction strategies. Additionally, CDS2 produced the overarching analytic foundation for incident reports and threat warnings produced by DHS and other Federal partners to State and local representatives.
