Minimum Education and Experience: Master's degree and at least ten (10) years job-related experience including IDIQ contract management experience with five (5) years of JCIDS related experience or equivalent. DAU PM or PMI certified. Must possess the communication skills to effectively interface with senior officials, managers, and subordinates. Also has excellent analytical skills, a working knowledge of computer systems and Office integrated software application programs. Position requires some travel and a final Secret Security Clearance.
Relevant Experience and Expertise: IDIQ Contract Manager must have ten (10) years or more of progressively responsible work experience in managing and administering programs of a similar nature. Must have at least ten (10) years of progressively more responsible supervisory work experience including (a) direct supervision of professional and support staff, (b) assembling teams of professionals to respond to complex assignments, (c) quality evaluation of staff performance and deliverables, and (d) contract management. To adequately complete these tasks, must have staff or Joint Staff experience and understanding of the capabilities development and integration process and Capabilities Based Assessment (CBA) Experience with the Joint Capability Integration and Development System (JCIDS), Experience in developing timeline document(s) synthesizing senior leader priorities, Strategic Portfolio Analysis Review (SPAR), key leader engagements (KLEs), and Industry Engagements.
Functional Responsibilities: Responsible for Program Operations, Management and External Communications defined as expertise aligned with CDD work priorities and task order objectives, interface on behalf of CDD stakeholders at Joint planning and technical forums to represent findings and leadership positions, development and maintenance of a corresponding Work Breakdown Structure (WBS) and reporting protocol consistent with task order objectives, interface and maintenance of active communications with stakeholder groups and other parties at OSD, Joint and Service levels, inter-Divisional support and communications for parallel working efforts across CDD operating Divisions, coordination of expertise to ensure cohesion in the execution of immediate and ancillary task efforts, program coordination, quality execution, and all facets of management aligned with CDD work priorities and task order complexitities; attend SCI-level meetings and conferences.
