These individuals must possess a significant amount of experience in the unauthorized disclosure discipline, with demonstrated experience applying security discipline to unauthorized disclosure issue.

The candidate should possess the following experience/education:

* Requires a minimum of 5 years of security policies and procedures experience used in the information security discipline for DoD, the Defense Intelligence Enterprise, or at the national level

* Knowledge of the Department’s supporting security functions to include insider threat, operations security, technology protection, habeas, declassification, SCI and SAP security policies

* capable of recommending security policy positions and must be able to represent those positions to a broad constituency at various forums, as well as facilitate or chair forums to draft policy and/or achieve policy issue resolution

*  experience drafting, coordinating, and staffing actions, preferably at the OSD level, and must have 5 years of experience independently drafting, coordinating, and staffing actions at the senior level. 

*  demonstrated understanding of the DoD components through work experience directly supporting the military or DoD components

*  ability to collaborate with the greater security professional community

* Experience working with Government personnel at a Services Headquarters or Office of the Secretary of Defense level

* experience organizing information and writing clear, succinct, and grammatically correct documents is required

*  experience researching and providing analysis of DoD information security and Component information security policies and directives

* experience as security professional safeguarding classified information from exploitation, compromise, or other unauthorized disclosure (insider threat analysis)

* experience communicating verbally in a logical, coherent manner with senior level DoD executives is required

* demonstrated proficiency in the use of computers and associated software, including Microsoft Office (Word, Excel, Access, PowerPoint, Project, OneNote, etc.) 

* BS in Info Security

* TS/SCI Clearance

The Contractor shall provide SME level support for the DITMAC in the area of UD to include:

* Understand and interpret DoD policy governing disclosure of classified information, Controlled Unclassified Information and Insider Threats(s)

* Understand and interpret DoD policy governing disclosure of classified information, Controlled Unclassified Information and Insider Threats(s)

* Conduct security reviews of documents, transcripts, and manuscripts and coordinate with OCA for potential UDs

* Assist with building metrics reports, summaries, case studies and trend reports and be able to communicate ideas and reports orally and in writing

* Assist in preparing notification correspondence for the Congress and/or the Information Security Oversight Office

* Assist with engagement of senior leadership across the DoD InT/UD enterprise to ensure stakeholders are informed and engaged

* Assist with monitoring, evaluating, and proposing changes to policy on behalf of the Components

* Assist with policy development reference to information security and UDs

* Assist in the development and implementation of a strategic communication plan to promote transparency, collaboration and increase understanding of the DoD’s InT/UD efforts
