The Contractor shall provide operational, system, and technical analysts support to TCM Cyber for Cyberspace Operations, Cyber Situational Understanding and EW integration pertaining to critical portions of programmed work within several key capability developments, training and proponent functional areas. The Contractor shall use good commercial practices throughout the life of this contract and provide the deliverables specified in this PWS and IAW IPRs conducted with the Government. Services include: The contractor shall provide LWN Cyberspace capability development by providing operational, system, and technical analysts support. This support consists of technical assistance, analysis, evaluation and integration of both functional and operational network mission area requirements for data, voice and video teleconferencing communication capabilities. This includes current technology upgrades as well as new information technology enhancing information superiority on the battlefield for Army and Joint Interagency Intergovernmental Multinational (JIIM) force mission requirements. The support shall include products and deliverables for the documentation and integration development of network/system software/hardware materiel solutions, concepts, organizational designs, concepts of operations (CONOPS), refinement of doctrine, tactics, techniques and procedures; capability needs assessments and Cyber School training development literature. The contractor shall provide LWN Cyber expertise pertaining to current and planned network infrastructural programs that support the expeditionary force. Specifically, the contractor’s expertise shall center on Cyberspace Operations to include: DCO, OCO, Cyber SU and the PTE. The Contractor shall provide the necessary technical and analytical expertise to provide operational engineering support for EW and the integration of Cyber and EW Capability Development. The contractor shall use good commercial practices and adhere to those standards used by information technology professionals in the private sector.
Functional Task Responsibilities & Authorities:
The Senior Cyberspace Operations Analysts shall provide offensive cyber and cyber exploitation analysis and continuity regarding all Cyber Operations related capabilities developments; knowledgeable in all areas of Cyberspace Operations as it relates to offensive cyberspace operations to include doctrine, policy, capabilities and regulation; and must be capable of providing instruction, facilitation and teaching of offensive cyber tactics, techniques, and procedures (TTPs). Provide operational, system and technical analysts to support the Army’s Force Modernization Proponent for Cyberspace Operations (DCO, OCO, Cyber SU and the PTE) supporting the capability development, acquisition, and employment of products utilizing Information Technology in Cyberspace Operations and computer networking solutions. Support consists of developing proponent and non-proponent concepts, doctrine, and material requirements documents to ensure Cyberspace Operations concepts and capabilities are developed to support Unified Land Operations. Subtasks include:
Support TCM Cyber to serve as Mission Command Common Operating Environment’s (MCCoE’s) integrator for Cyberspace Operations. Support TCM Cyber to establish collaborative working relationships with US Army Cyber Command, Army Staff to include DA Chief Information Officer/G-6 Cyber, DA G-3/5/7 (DAMO-ODCI, DAMO-CI, DAMO-ODE, G39, LandWarNet/Battle Command), ARCYBER, INSCOM, NSA, ASA (ALT), AMC, CECOM, RDECOM, I2WD, SMDC/ARSTRAT, and entities throughout the Cyber and EW communities to ensure integration of the Cyber Force Modernization Effort. Support TCM Cyber to create and support the development of initiatives that enable the situational awareness and understanding of operations in Army Cyberspace while enabling commanders at the theater Army level and below to achieve mission command requirements. Support TCM Cyber to represent Army cyber user’s interest in the development of capabilities necessary to establish, gain access to, and utilize LandWarNet in order to conduct operations in and through the Army’s application of the Cyberspace for the purpose of creating lethal and non-lethal effects. Support TCM Cyber to assist and lead, where directed, the effort to operationalize the Army Warfighting functions across the Cyberspace domain in order to command and control activities that enable freedom of action in both the Land and Cyber Domains simultaneously, to include the ability to fight through cyber threat events and ensure Mission Command. Support TCM Cyber to assist the Army Cyberspace community of interest in their efforts to develop, provide, and integrate Cyberspace support capabilities that enhance operations and defense of the LandWarNet. Support TCM Cyber to assist and lead, where directed, the effort to develop Cyberspace defense solutions that provide NETOPSs organizations with capabilities that enable real-time protection, detection, response, and restoration against the dynamic nature of a threat. Provide input to network sustainment efforts that enable the authorization, awareness, and understanding of all assets that enable the LandWarNet. Support TCM Cyber to assist and lead, where directed, the effort to integrate NETOPS capabilities with Cyberwar capabilities as part of Army Cyberspace Operations. Support TCM Cyber to serve as the user representative for the Army Cyber Operations and Integration Center (ACOIC) and Regional Cyber Center (RCC). Support TCM Cyber in coordination with (ICW) INSCOM, to develop OCO capabilities as directed under AR 70-1, Army Acquisition Policy. Support TCM-Cyber to develop OCO Doctrine (ICW) INSCOM, ARCYBER, NETCOM and other joint and Army cyber and EW stakeholders. Provide operational, system and technical analysts to support Capability Development, and employment of Cyber SU capabilities in support of Unified Land Operations.
Minimum Education and Experience:
The education qualifications shall include a four (4) year course of study at an accredited college or university leading to a bachelor’s degree in information technology or computer science preferred. In lieu of an IT degree; experience and/or certificates in ethical hacking, penetration testing, or vulnerability assessment testing on behalf of the DoD and Service networks may be considered. The experience requirements, at a minimum shall include five (5) years of experience in information technology, three (3) years of experience in offensive computer network operations and exploitation, three (3) years of experience/knowledge of Army force modernization, capability development process, or requirements determination process. Specialized experience in offensive cyberspace operations is significant for these analysts. The candidate shall possess experience/knowledge of systems, doctrine, offensive capabilities and policy and experience/knowledge to coordinate and collaborate with Army proponents, units, the DA Staff and other DOTMLPF responsible agents to facilitate timely analysis and solution development required by the JCIDS process and intermediate level expertise using office productivity software programs. Senior OCO analysts are preferred to hold DoD 8570.01M CND certification (GPEN/CEH) along with an IAM or IAT Level II certification. Otherwise, fully qualified candidates should be encouraged to meet one or more related DoD 8570.01M IT certifications.
